Perhaps add 24/7, fixed revenue support by utilizing idle track-time (part of sunk cost & opportunity cost) for a low cost cargo-parcel "Feeder" service, linking upstream networks, & high-speed urban transfer-balance points. The "Feeder" concept opens the door to optimal B2B replenishment (ship-to-shelf), D2C/B2C/postal/return/recycle throughput. Required; (a) Refurbished/new cargo wagons & high-speed transfer points not part of passenger operations where possible. (b) The Common Denominator: Standardized "Feeder RO-RO" carts with (IoT/AI) options, including non-motorized "reefer" carts for ease of handling, linking all points & "Feeder" vehicles. The positive multiplier effects can be massive & that is where the real value is. Example: Varamis Rail, UK. VGF Flex Cargo Tram, Frankfurt, DE. others......
